Armenia-Azerbaijan Partnership Call

The New Democracy Fund invites civil society organisations and independent media in Armenia and Azerbaijan to apply for support to initiatives that strengthen dialogue, cooperation, and trust across borders. The call builds on the momentum of the recent peace initiative and the narrow but real window it has opened for dialogue and cooperation. Through small-scale, trust-based projects, the call seeks to sustain this opening by supporting practical collaboration between civil society actors.

Applications are welcome from a wide range of organisations, including community-based groups, professional associations, cultural actors, youth organisations, and media. Partnerships between organisations in Armenia and Azerbaijan are encouraged in all forms — in-country, across borders, or through neutral third-country settings — as long as activities are feasible and secure.

Projects may focus on areas such as rule of law, human rights, inclusion, peacebuilding, shared social challenges, or storytelling. Initiatives that cut across sectors and create new connections are particularly encouraged.

The call is open across all NDF budget ranges:

Up to EUR 13,500 for partner search, feasibility studies, or pilot activities.

Up to EUR 53,000 for mid-sized cooperation projects.

Up to EUR 160,500 for larger and more ambitious initiatives (NOTE, to apply for EUR 160,500 you need a Danish partner organisation)

The call invites diverse and creative approaches that can demonstrate how civil society, even under difficult conditions, can build understanding and resilience across divides.

An external audit is required for applications over EUR 13,000 and should be included in the project budget

Deadline for applications: 19 November 2025 at 23.59 CET.

Applications that are received after the deadline or not uploaded within the granting platform will not be considered.
